Both "walk past" and "walk past by" are not correct constructions in English. The correct phrase is simply "walk past." Adding "by" after "past" is redundant and unnecessary.

This phrase is correct and commonly used in English.

Use "walk past" when describing the action of moving beyond someone or something.
