Both "no progress" and "is no progress" are not correct constructions in English. The correct form is simply "no progress." Adding "is" before "no progress" is grammatically incorrect.

This phrase is correct and commonly used in English.

Use "no progress" to indicate that there has been no advancement or improvement in a situation or process.
