This phrase is correct.

A friend doesn't know the answer to a question. You also don't know the answer.

When the friend asks you if you know the answer, you might reply, "I don't know either."

"Either" is optional in this sentence. "I don't know" would convey the same meaning.

This phrase is not correct. Don't use it.

In English, double negatives are avoided. "Don't" and "neither" both have negative connotations.

To avoid this problem, change "neither" to "either."
